Carl was born in Moresnet.
Moresnet was a free state, next to Aachen (now in Germany], between Prussia, the Netherlands, and Belgium (which split off from the Netherlands in 1830), from 1816-1919/20. It was ceded to Belgium in 1920. There is a website about Moresnet at http://home.hccnet.nl/c.damen/. The following are some img from that site. "It was rightly called a mini state, as it measured only 344 hectares and had a circumference of 11 km." Apparently the justification for the state's existance was a zinc mine. By 1885 the zinc mine was depleted. Germany annexed Moresnet in WWI, but it was made part of Belgium in the Treaty of Versailles.

Carl, was listed as a "schreiber" in the Essen city register for 1900. That is one who writes out official documents.
